What are the manpower strategies in various medical tourism businesses?

Not quite sure what exactly the question is. The medical tourism business is not yet big enough, or developed enough for people to start thinking about manpower strategies. It's a relatively niche market. Any manpower issues would be dealt with in a similar to the approach in other healthcare business.
