Croatia has good hospitals in a few major cities but only basic health care facilities are available in outlying areas and islands. Health care facilities, doctors and hospitals may expect up-front cash payment for medical services. It is developing medical and health tourism but has infrastructure problems.

Medical tourism promotion
The Health Ministry is trying to encourage overseas doctors to refer their patients from Arab and African countries for treatment in Croatia. The aim is to encourage well off patients from the Middle East to visit Croatia, for treatment. Arab countries targeted tend to have more up to date hospitals than Croatia and many have or are bringing in compulsory health insurance while tightening rules on overseas treatment. Croatia argues that patients will come due to the country’s openness to patients from Arab countries, and its modern medical technology and techniques that they use in hospitals. This is where hope is rather out of touch with reality.
