The National Centre for Healthcare Leadership (NCHL) at Rush University is a non-profit organisation that operates the US Cooperative for International Patient Programmes (USCIPP) as a membership programme for 60 hospitals that operate in the international patient care market.

422,000 Americans went abroad for medical treatment in 2017, according to the US National Travel and Tourism Office. That is up from 295,383 in 2000. Nobody knows where those figures come from.

The U.S. Cooperative for International Patient Programs (USCIPP) partnered with Chicago-based brand consultancy and strategic communications firm Health Brand Group (HBG) to promote healthcare in the USA in the international markets of China, Hong Kong, and Brazil. In partnership with the International Trade Administration of the U.S. Department of Commerce, HBG and USCIPP it sought to improve international access to high-quality US healthcare. This was the first time that US hospitals got together to actively promote the USA as a medical destination. The message is of quality of treatment and care, not saving money. The campaign, Choose US Health, targets patients and overseas providers who could refer patients to the USA.  By 2018 the HBG partnership had vanished without trace.
